The registrar capture issue was raised by people (who wrote) in connection
with the CIRA.CA experience.   I personally think the CIRA model is pretty
good.     The current board (9 members of which were elected by .ca domain
name holders)... is here:

Andrew Bjerring has been the President and CEO of CANARIE Inc. since 1993.
He is currently active on the National Broadband Taskforce and the boards of
the Communications Research Centre, C3.ca, and the Canadian Internet
Registration Authority (CIRA), as well as being a member of the SchoolNet
National Advisory Board and chair of the national advisory committee for the
Community Access Program.

Prior to his appointment at CANARIE, Mr. Bjerring spent 21 years at the
University of Western Ontario as a graduate student, faculty member and
senior administrator. Prior to that he worked in computer process control.

Clyde Beattie is the CEO of ALOAK Inc., (CDNX - AOK), a newly established
provider of website design, hosting, domain registration and ASP services to
Canadian SMBs. Mr. Beattie has been involved in providing marketing and
management expertise to public and private companies in Canada and the
United States for the past twenty years. He is a Director of Yorkland
Investments Corporation, Maglin Furniture Systems Ltd., Alberta-Pacific
Management Ltd., and is a past Director of the Canadian Association of
Internet Providers (CAIP). Mr. Beattie was the founder and CEO of Execulink
Internet Services Corporation, a major regional ISP in South Western Ontario
from 1994 to 1998. Mr. Beattie is an appointed representative for the
Canadian Association of Internet Providers (CAIP) on the CIRA Board of
Directors.

Colin Campbell (B.A. Hons) co-founding Director and Chief Operating Officer,
Hostopia.com, Inc.; co-founder of Internet Direct (now Look Communications);
and co-founder of Tucows Interactive Inc., all giants in Internet products
and services. Colin's companies have won several awards including Profit
magazine's 7th fastest growing company in Canada (1997), Profit magazine's
2nd fastest growing company in Canada (1998), Etobicoke Technology business
of the year (1997 and 1998), and PC magazine top 100 sites (1995-1999). He
was also a final nominee for E&Y Entrepreneur of the year in 1997 and 1998.
Previously, Colin has sat on the boards of CAIP, CIRA, and several of the
companies he has co-founded. Colin has also been an active member in the
Young Entrepreneurs Organization for last 5 years.

DENIS TANGUAY, P. ENG. - Digital Internet Gaming Services Ltd.
Denis Tanguay graduated from the Royal Military College of Canada with a
Bachelor Degree in Electrical Engineering (major in computer engineering in
1985). He served in the Canadian Forces for 18 years in Quebec, Ontario, and
British Columbia, and held various leadership and technical positions from
Troop Commander, Test Engineer, Tactic Instructor to Operation Officer,
Training Development Officer to Information System Officer. Denis is a
professional engineer registered in the provinces of Quebec and in British
Columbia. He is the President and Founder of Digital Internet Gaming
Services Ltd (DIGS - www.digs.ca), a company offering Internet
Business-to-Business services and domain registration services. Denis is
also the co-founder of dowco.com Internet Abbotsford-Mission
(www.abby-mission.dowco.com), a tier three ISP in the Fraser Valley of B.C.
Denis has served on several boards of directors over the last 12 years,
namely the Outaouais Chapter of the "Ordre des ingénieurs du Québec"
(1989-90); the British Columbia Internet Association (1999-2000); PowerDisc
Development Corporation Ltd board of director (2000 - 2001) and currently
sits on the Parish Ministry Council of St-Mary's Chilliwack in addition to
his duties with his respective companies. He is married with five children
and is a member of the Abbotsford Chamber of Commerce.

JOHN DEMCO - University of British Columbia
John Demco is manager of computing facilities in the Department of Computer
Science at the University of British Columbia, and is affiliated with the
CIRA-certified registrar Webnames.ca Inc. Some of John's accomplishments
include: managing the Canadian academic and research network CDNnet
(1985-1990); helping to establish a connection to the U.S. NSFnet (1988);
hosting the first Internet Engineering Task Force (IETF) meeting held
outside of the U.S. (1990); sitting on the board of the BCNET Networking
Society (1996-2001); and participating in CA*net, the Coordinating Committee
on Intercontinental Research Networking, CANARIE, and the Internet Society.
John helped to create the .CA domain in 1987 and was its initial registrar,
serving in that capacity and chairing the CA Domain Committee until 2000. He
participated in the Canadian Domain Name Consultative Committee which made
recommendations concerning the structure and organization of the .CA domain.
He helped to establish CIRA, and is a founding member of its Board of
Directors.

JONATHAN COHEN - Shapiro Cohen Group
Jonathan Cohen is the Senior Managing Partner of the Shapiro Cohen Group of
Intellectual Property Practices, located in Ottawa, Canada. He has practiced
in all areas of intellectual property (IP) law since 1971, and has lectured
and written extensively both in Canada and internationally on various
aspects of trade-mark law, including, more recently, domain name issues. Mr.
Cohen is actively involved in numerous national and international IP
organizations, such as FICPI, AIPPI, AIPLA, INTA, IPIC, IPBA, LES, MARQUES,
APLA, CBA, and IBA, which collectively represent the interests of all
categories of intellectual property stakeholders, including small and large
businesses, and individuals. Mr. Cohen has taken an active role in Internet
governance reform and the ICANN formation process from the start, beginning
with his participation in the WIPO-IAHC meetings in Geneva in 1997, through
the formation of the DNSO, and ultimately the Intellectual Property
Constituency, where he served as the IPC's first President and Names Council
representative until his election to this Board. Mr. Cohen has also
co-chaired Working Groups A and B, and worked on the Registrars' Uniform
Dispute Resolution Policy.

Julie is the Chief Financial Officer of Momentous.ca Corporation, an
Internet utility company providing its clients with domain name
registrations, web hosting and other building blocks vital to their presence
in cyberspace. As CFO, she oversees all the financial aspects of the
Company, which operates in four different countries. Julie is a Chartered
Accountant, and prior to joining Momentous.ca, she worked for KPMG in its
Assurance Practice in Canada, Europe and Australia.

LEN ST-AUBIN - Industry Canada
Leonard St-Aubin is the Senior Director, Business and Regulatory Analysis in
the Telecommunications Policy Branch at Industry Canada. He heads up a team
responsible for development of policy related to competition and
convergence, new media, Internet content issues and the domain name system,
and for monitoring CRTC regulatory proceedings. Len joined the Branch in
1993 to work on the passage of the Telecommunications Act. Previously he
worked in broadcasting policy with the former Department of Communications
as part of the team that developed the 1991 Broadcasting Act, and
contributed to modernisation of copyright law. He represents Industry Canada
on the Board of Media Awareness Network and is Vice Chair of the
Governmental Advisory Committee to the Internet Corporation for Assigned
Names and Numbers (ICANN).

MAUREEN CUBBERLEY - ASM Advanced Strategic Management Consultants
Maureen Cubberley is a Senior Partner with ASM Advanced Strategic Management
Consultants, specializing in bringing people and information technology
together to design and implement new organizational and community
structures. She is the Past President and CEO of Canada's Coalition for
Public Information Inc., a not-for-profit public interest group working to
ensure public representation in the policy and decision-making processes
concerning the development of Canada's information highway. Ms. Cubberley
also worked with the Ontario Ministry of Culture and Communications and with
the Ontario Library Association. Ms. Cubberley serves on the Advisory Board
of CHIS, the Consumer Health Information Service.

MICHAEL GEIST - University of Ottawa
Michael Geist is a law professor at the University of Ottawa specializing in
Internet and e-commerce law and Director of E-Commerce Law with the Canadian
law firm of Goodmans LLP. Professor Geist has obtained law degrees from
Osgoode Hall Law School in Toronto, Cambridge University in the UK, and
Columbia Law School in New York. He has written numerous academic articles
and government reports on the Internet and law, is national columnist on
cyberlaw issues for the Globe and Mail, the creator and consulting editor of
BNA's Internet Law News, a daily Internet law news service, editor of the
monthly newsletter, Internet and E-commerce Law in Canada (Butterworths), on
the advisory boards of several leading Internet law publications including

Paul Andersen is the Vice President of Technology with E-Gate Communications
Inc, an ISP/ASP in Ontario, which specializes in a variety of consumer
service applications including a Certified CIRA Registrar (egateDOMAINS),
that Paul oversaw the creation of. Paul also sits on the Registrar Technical
Advisory Committee for CIRA.

RON KAWCHUK - RKA Inc.
Mr. Ron Kawchuk is President of RKA Inc. He is also the past president of
the Canadian Association of Internet Providers (1996-99). Ron has a wealth
of telecom experience in the Canadian and US marketplace and has assisted
numerous clients develop business strategies. Some of which included
providing Telecom and Internet technical and operational due diligence
expertise, conducting ongoing independent customer satisfaction reviews,
assisting in refining and negotiating agreements, conducting telecom tariff
monitoring services and network benchmarking studies, consultant to two of
Canada's pioneering flat-rate long-distance firms, equipment manufacturers,
telcos and Internet Service Providers (ISPs)and Industry Canada. He has
participated in several projects such as license applications, developing
strategies and evaluations for major players in the wireless industry. Ron
is also an active participant in Industry issues, conferences and events.
Mr. Kawchuk holds a B.Sc. (Hons) in Physics from the University of Manitoba.

Timothy Denton is a lawyer and consultant in Internet and telecom regulatory
and policy issues. He represents the Canadian .ca-registrars on the Board of
CIRA and acts as the Secretary of the ICANN-accredited registrars
constituency of the DNSO.

Currently his clients include a large domain name registrar, for whom he
works on domain name and Internet governance issues. He has spoken and
written about customer-owned IP networks in Japan and the United States. He
has studied international charging arrangements for Internet services for
the APEC Telecommunications Committee.

He is the author of "Bellheads versus Netheads", "Paradigm Shift for the
Stupid Network" and "The Internet Illustrated", found at his website.

He holds a Bachelor of Civil Law (BCL) from McGill University. His
undergraduate degree from the same university was in political science and
philosophy. His basic approach is to explain how the technology and the law

PHILIPPA LAWSON - Public Interest Advocacy Centre
Philippa Lawson is Counsel with the Public Interest Advocacy Centre, a
non-profit organization representing the residential consumer interest in
matters involving public utilities, essential services, and issues of broad
public interest.

Pippa has led consumer interventions in all major telecommunications
proceedings before the Canadian regulator since 1990. Over the past several
years, she has become a leading advocate for privacy and consumer protection
in the new electronic marketplace. She is a frequent public speaker and
media commentator on issues involving consumer privacy, e-commerce policy,
and telecommunications regulation. Pippa is a member of the Standards
Council of Canada's Consumer and Public Interest Committee, was an active
member of the National Broadband Task Force, and has participated on a
number of Canadian delegations to international bodies on matters to do with
electronic commerce. Pippa is actively involved in various public and
private initiatives, both national and international, to improve consumer
protection in the evolving marketplace.
