Mostly.  However, we need to ensure that other, less visible barriers to
participation are removed as well: costly registration or verification
requirements (I think we've reached a verbal concensus in this forum for
multiple registration/verification processes, but it bears repeating for
clarity's sake), "star chamber" meetings and decision making,  banning
unpopular voices from the conversation, etc.  Such behaviors serve to
effectively limit participation, and as such are just as disenfranchising as
denying a vote outright.

Mind you, I don't see anyone even implying any of these behaviors here,
since we've had such a good negative role model in ICANN! :)  But while
we're discuissing rights, these concerns bear repeating.
