Your post was interesting for at least two reasons.  It proposed that
non-secret ballots on substance were superior to secret ballots, an issue
discussed here earlier.   It is also indicated a particular view of having
"uninformed" persons voting on ICANN policy questions.  These are relevant,
IMO, to what the at large may address in its mission or proceedures.
