In the exercise of their oversight capacity, NTIA and other Departmental
agencies engaged other U.S. Government agencies including, the Department of
State, the Federal Trade Commission, the Federal Communications Commission,
and other Commerce agencies including the Technology Administration, the
International Trade Administration, and the U.S. Patent and Trademark Office
to develop an interagency consensus on acceptable parameters for the ICANN
reform process. The Commerce Department further consulted private sector
stakeholders including trade associations, businesses, academia, and public
interest groups to gather a wide range of views on ICANN reform issues. Most
importantly, however, it listened carefully to the views of Congress on this
matter and consulted with Congressional staff on the topic several times both
prior to and during the ICANN reform process. This is a matter of record,
and may be found in the June 12, 2002 testimony of Nancy J. Victory before
the Subcommittee on Science, Technology and Space. Committee on Commerce,
Science and Transportation of the United States Senate.
You ask "Why we should care about US Congress?" Quite simply, their opinions
matter... and they can readily communicate their dissatisfaction with ICANN
reform initiatives to the DoC and compel a certain amount of changes which
might well benefit the At-large community. As long as the DoC has an
oversight role and is in a position to craft new "tasks" in the upcoming
revision of the MoU, the Congress can influence the DoC in pertinent areas
relating to ICANN's accountability, mission, transparency, etc. In turn, we
along with other individuals and NGOs can influence the Congress.
PS. I regret that my comments on "war" were distressing, but surely you have
also read from the writings of Sun Tsu...
