It's a simple fact of life that groups that have no power are quickly
subsumed by groups that are capable of wielding power. The powerless
At-Large is effectively dead, now subsumed by governments that can
legitimately make the claim that they collectively represent the interests of
the broader user community.
While participants on this list go through the futile motions of
self-organization (an exercise designed by ICANN to keep people busy and
quiet), well-established power blocs like the European Commission negotiate
directly with the U.S. Department of Commerce to strengthen the role of
governments in the namespace.
We are witnessing a transition that will ultimately lead to an international
treaty organization. In the immediate future, this means denying a role to
the At-Large and expanding the role of governments. Over the course of time,
we will next begin to see a diminished role for the currently established
"stakeholders" (to the same degree that governments are now collectively
acting to minimize the role of the ITU, an organization similarly structured
with a commercial component).
Finally, a treaty organization will emerge to replace the private entity
model.
The At-Large is in a terminal coma. The ALAC is nothing more than an open
casket awaiting the final moment of burial. Get over this lost cause, and
get on with your lives. Find another path to influence the decision-makers.
In my view, the path you are on now leads nowhere.
