I'm not a member of the Panel but if I understand Jefsey aright, he's not interested in creating a layer of bureaucracy at all, and could just as easily do it without calling it a WG -- and without requiring permission from anyone, since we have no means of giving or withholding permission anyway.

I'm somewhat out of my depth here so forgive me for any technical inaccuracies, but Jefsey's main concerns seem to focus on two aspects: 
1. certain shortcomings in the way the DNS servers and software now work,which is what his dot-root project is about; this has little to do with the foundation of this organization is about but this organization might eventually support the other's quest for better server systems and backups;
2. setting up a whole lot of domain names for this organization which could redirect to its main Web site, be used as subsidiary sites, or provide a framework in which local or regional "at large" organizations could set up their sites as subsets of ours.

Both of these ideas look interesting to me but neither has any direct relationship to our present state of affairs or how our webmaster and Web-WG would operate now. We are all individually free to do all sorts of things on our own and to make all kinds of suggestions to this group, but none of us has decision-making powers over anyone else so I guess if people don't find Jefsey's approach worthwhile, they simply won't join him in taking it.
