That is extremely interesting -- and quite different from my experience here, so perhaps it's a European thing? 

Here, people are expected to vote for or against or go on record as abstaining. Directors are expected to participate in board meetings -- that's what they're for, after all -- or to indicate in advance that they are not available since there is no point having a meeting without a quorum. 

Where no quorum exists, the meeting must be rescheduled as no business may be transacted in the absence of a quorum. Where no quorum is obtained at two or more meetings in succession, the organization is essentially stalemated until a quorum is achieved or, depending on the bylaws, non-participating directors are removed for cause and replaced by others who will fulfil their duties.

Would it not have been more constructive had the Chair suggested the voting be postponed if the motions were premature?

I'm not being snarky here -- I just want to clarify what is happening and why.
