[atlarge-discuss] Volunteers for Interim ALAC
If you have not done so, please distribute the following
announcement (or send it to list serves, organizations,
individuals, etc.) to share informationand solicit
volunteers forthe Interim ALAC (also attached as a word
doc.). Based on the current list of volunteers (emailed
previously), we need more individuals willing to be
considered for Interim ALAC membership in all regions
except Europe (that is, in Africa, Asia-Pacific, Latin
America/Caribbean, and North America -- more volunteers
are welcome from Europe, of course, but it's not

At-Large Advisory Committee to be FormedVolunteers
Needed On 31 October 2002, the ICANN Board adopted new
bylaws that establish an At-Large Advisory Committee
(ALAC). The role of the ALAC will be to consider and
provide advice on the activities, decisions, and
policies of ICANN that relate to the interests of
individual Internet users (the "At-Large" community).
ICANN, as a private sector, non-profit corporation with
technical management responsibilities for the Internet's
domain name and address system, will rely on the ALAC and
its supporting infrastructure to involve and represent a
broad set of individual user interests, thus helping to
ensure that ICANN's policies reflect the needs, interests
and rights of a full range of stakeholders. This in turn
will contribute to the stability of, and public support
for, the domain name system.
A 10 member "Interim ALAC" will be appointed by the Board
within the next month to lead the formation of the
At-Large infrastructure (the structures and processes by
which the individual Internet user community will
participate in ICANN). The current (informal) At-Large
Organizing Committee (see
http://www.at-large.org/at-large-members.htm) will submit,
for the Board's consideration, a list of recommended
individuals willing to serve as Interim ALAC members.
Interim ALAC members' responsibilities will include:
* Selecting 5 delegates for the Nominating Committee
;
* Selecting liaisons for the Board and GNSO Council ;
* Proposing criteria and an accreditation process for
self-forming At-Large Structures (which will
eventually aggregate as Regional At-Large
Organizations -- "RALOs" -- see information below*)
;
* Receiving, reviewing, verifying, and
approving/rejecting applications for "At-Large
Structure" designation ;
* Developing a "memorandum of understanding" template
to be used to establish RALOs and their
responsibilities with ICANN ;
* Fostering the formation of At-Large Structures and
the creation of RALO's ;
* Assisting with initial outreach strategies on
At-Large and relevant ICANN issues in each geographic
region ;
* Providing advice on the activities of ICANN that are
relevant to individual Internet users ;
To help the Board select Interim ALAC members, the
At-Large Organizing Committee intends to compile a list of
interested individuals with the following attributes:
Experience with At-Large organizing/At-Large
Structures, and past involvement in ICANN issues
relevant to individual Internet usersA basic
understanding of the DNS and the Internet's
infrastructure, and ICANN's policy-setting
roleSuccessful experience with group decision-making
and consensus developmentDemonstrated commitment to
the goals and bylaws of ICANN and the ALACAbility to
expend the time and resources necessary to perform
the requisite tasks*Contribution to the ALAC's
diversity in terms of culture, gender, and social and
professional experience.(Note: most work will be
done on-line; ability to pay for travel is *not* a
criteria for participation)
Individuals interested in being included on the
Committee's list of potential Interim ALAC membersshould
contact coordinator@at-large.org before November 25.*ALAC
Role, ResponsibilitiesThe ALAC will provide advice to (and
its liaisons will participate on) the Board and other
policy-making organizations within ICANN regarding the
needs of, and the impact of proposed policies on, the
Internet's individual users. Underpinning the ALAC will be
a network of self-organizing, self-supporting At-Large
Structures throughout the world involving individual
Internet users at the local or issue level (see examples
of potential At-Large Structures at
http://www.at-large.org/at-large-structures.htm). The
At-Large Structures (either existing or formed for the
purpose) will self-organize into five regional groups
called "Regional At-Large Organizations" (using ICANN's 5
geographic regions -- Africa, Asia-Pacific, Europe, Latin
America/Caribbean, and North America). The Regional
At-Large Organizations will manage outreach and public
involvement and will be the main forum and coordination
point in each region for public input to ICANN.
Activities that the ALAC and its supporting organizations
will be responsible for are expected to include:
* Keeping the community of individual Internet users
informed about significant news from and about ICANN;
* Distributing (through posting or otherwise) an
updated agenda, news about ICANN, and information
about items in the ICANN policy-development process;
* Promoting outreach activities in the community of
individual Internet users;
* Developing and maintaining on-going information and
education programs, regarding ICANN and its work;
* Establishing an outreach strategy about ICANN issues
in each RALO's Region;
* Making public, and analyzing, ICANN's proposed
policies and its decisions and their (potential)
regional impact and (potential) effect on individuals
in the region;
* Offering Internet-based mechanisms that enable
discussions among members of At-Large structures; and
* Establishing mechanisms and processes that enable
two-way communication between members of At-Large
Structures and those involved in ICANN
decision-making during the policy-making process, as
well as before Board votes so interested individuals
can share their views on pending ICANN issues.
Once the Regional At-Large Organizations are established,
they will each select two members to serve on the ALAC
(replacing the Interim ALAC members). An ALAC-selected
liaison will serve on the Board and the GNSO Council
(Generic Names Supporting Organization's governing body)
and the ALAC will work informally with other policy-making
bodies to ensure individual Internet users' interests are
represented. Five "At-Large delegates" chosen by the ALAC
will serve on the Nominating Committee, which will be
responsible for selecting a majority of the Board, as well
as members of advisory committees and policy-making
councils within ICANN. For information on how to form an
