The second paragraph said it all: 

"... One problem that has plagued VPNs from the first is their
association with the Internet. Most VPNs are created by tunneling data
over IP infrastructure between Internet access points. This kind of VPN
inherits the Internet's pricing structure, which is based on access
speed and not usage. Carriers have struggled to introduce service
quality or other points of feature differentiation to sell VPNs over the
Internet, but nothing solid has panned out so far. ..."
Id. at p.88

Even though IPv6 isn't worth it, they're going to make it worth it.
