??? Has the United States somehow passed legislation which
entitles it to tax non-profit organizations located elsewhere???
At least formerly, the idea of incorporating as a 501C3 in the
U.S. was that American donors could receive a tax deduction
for their donations from the American IRS. What taxes (if any)
a non-profit organization has to pay are (were???) determined
by the country under whose laws it had incorporated.

The deductibility of contributions likewise normally applies to
citizens of that country only, since donors elsewhere are taxed in
their home countries. The usual way of providing a tax deduction
to those outside the organization's country is to set up a
registered charity in the donor's country which meets that
country's requirements for eligibility -- usually something to
the effect that the funds will be used for purely charitable
or educational purposes rather than operational expenses or
political lobbying.

Anyway, under Canadian law there is no deduction for donations
to organizations other than registered Canadian charities.
This group would not qualify as a charity under our laws: it
would be necessary to set up a separate organization or
foundation whose mission met the criteria and was quite
separate from lobbying or participating in ICANN.

Just in case anyone cares, incorporating in the U.S. may or
may not be the best idea, depending on what one was planning
to do and for whose benefit...
