When .nz was stated in IIRC 1989 the .uk precedent was largely copied
and registrations are only allowed at the third level under specific
2LDs.  We currently have 11 of them - co.nz, org.nz, net.nz,
school.nz, ac.nz, gen.nz, maori.nz (all unmoderated) and cri.nz,
govt.nz, mil.nz and iwi.nz (unmoderated).

There have been some advocacy of following .ca and .us and changing
policy to allowing registrations directly at the second level.  A
taskforce is being established to consult on this and other possible
policy changes and will be starting work in a few weeks time.
