Ah, Bruce. But that's the rub. JW -often- posts as the
representative of the "Spokesman for INEGroup - (Over 
127k members/stakeholders strong!)." If he spoke only 
for himself then many would be mollified. But when he
posts an opinion/position as coming from the INEGroup,
then there's a problem. You can verify that someone
named Jeff can be contacted and talked to, you can't 
do that for the phantom INEG.

As long as JW posts with his words as -his- opinion,
no issue. When he starts using phrases like "a number 
or[sic] our members agree", then he's not speaking
"only on behalf of themselves", as you put it. 

Not to mention that he never trims his posts...
Not to mention that he CCs the whole world...

Draw up some rules. Demand that all abide by them.
Chop off access to those that don't. Unless this is
done, this mess will continue forever. Which I expect
will happen.
