  Earlier today Erick Iriarte Ahon <faia@amauta.rcp.net.pe> posted
on the NCDNHC list a NC DNSO/GNSO council post
from Louis Touton that was posted on Feb. 8th,

regarding some of the issues that the recent "poll" conducted
by Joop regarding Atlarge participation and election or
ICANNATLARGE.ORG's new replacement Panel members.
ICANN's version would be "Selection" not "Election"
as indicated in these bylaws changes which basically locks
out any "Election" by stakeholders/users of representatives.

  Comments are available to be made regarding these bylaws
changes.  They must be submitted by 22nd of Feb. '03.
The may be sent to reform-comments@icann.org with
"Bylaws Corrections" in the subject line "ONLY".

  I would suggest that each member here submit comments
as prescribed, and also separately send those comments to
the DOC/NTIA normal folks as well for insurance of
consideration and record purposes.
