Joe is perfectly right. The ccTLDs are as we are. They are a group of people whose interests are endangered by ICANN's intent to control the IANA file and they want deseperately to delay the day the IANA file is automated because they will have no more local monopoly.

In that way they are our allies. But we do not want them to stop us in benig locked into 257 TLDs only. This is why we must be everywhere in the governance because we are everywhere in the real world.

Most of the dispute in here would stop should we adopt the proper perspective.

1. we are the @large Members of the Internet governance, ie we are the defacto trustees of the real owners of the internet: the users who build the nets with their computers and money.

2. that governance includes among others ICANN, the ccTLD Alliance, the open roots, the ITU and our right is to be present everywhere.

3. the network is currently hijacked though the root management by ICANN. This is not stable, secure and innovation oriented. A new way must be found.

From having kept the naming file for years, from having shared in the alt(sic)roots, from having discussed that a lot with ICANN and with ITU people, I think the best way is to resume a concerted effort where ICANN, ccTLDs, open roots, ITU (as the telephone namespace), large nomenclatures (ISSN, ISBN. etc) may form a G8 like concerting group and develop a system to automate the generation and the mutual control for consistency of each of their root system. This using the data from each TLD Manager who may this way control their life and develop independently, out of the ICANN soviet.

This is the solution we initially had, the solution Jon Postel implied in his initial RFC 920, the solution that Peter de Blanc headed to, the solution ITU will supprt, the solution that protect the users most ... This is a solution that ICANN has asked to test (see last part of ICP-3). This is a solution which needs developments, agreements and tests. This is the reason of dot-root.

Our own share as @large there is simple: as ".atlarge.ws preparing .atlarge" we will be part of this, seeing the practical aspects and results: a watching partner into this.

Just remember: ICANN is not an ennemy, ICANN is not out of our concerns.
ICANN is a place we also OWN. We have to come Home.

Should the bylaws have not changed, the BoD would probably today be made of Stuart Lynn, with the 9 first and last people quoted in the trust/distrust atlarger's list (but me as I cannot afford it :-).
