Todd and all fellow members,

  Not a bad idea here Todd.  Nicely stated as well.  The individual
personal responsibility should be enforced/enforcable.

  The real problem that we have is a lack of a voting method or
voting system.  Hence creating a chicken and egg scenario that
a few here are unable or unwilling to acknowledge and/or
actually deal with due to lack of funding amongst other compounding
problems the ex-Panel would work on as part of their once upon
a time, mandate.
