Personally, I think this goes far too far. I know of no
voluntary organization of any kind where a single absence is
grounds for expulsion. After all, people do have lives and
can't be expected to vote through illness, fire, flood,
computer crashes, etc.

As for verification of status, most groups require either an
annual renewal confirming contact information or notice of a
resignation. Since people often don't bother to do the latter,
I'd suggest the former or - as second choice - a procedure like
that suggested in one of the Polling Booth questions, whereby
failing to vote in two ballots would result in removal. But
the situation of a member is somewhat different from that of
somebody elected to do a job which is performed by means of
voting ... at least, it is until we have defined what it
means to be a member of this group.

I do agree that it would be good to encourage people to
vote even if only to indicate an abstention - that can
convey valuable information, too.
