Eric and all fellow members,

  The poll that joop took and than was supported by a majority of the
than existing Panel members effected such a quorum vote if you will.
In any event the vast majority of the original 11 panel members
resigned, and most in doing so called for a new election for a new
panel as the than existing panel did not have the confidence of the
members in achieving the mandated set of goals and work items
it was supposed to be working on.  Hence, that panel is defunct
effectively.

  So, yes it is time, in fact long past time, to move forward
and get an election going to elect new Panel members with
a stated mandate of work items to achieve.
