The question of Panel Votes needs clarity and definition.

So does the issue of panelists who fail to vote : this was a major problem
last year.

I refer you to these draft Bylaws:

Article 3.1 Majority of panelists needed for quorum / authoritative vote
Sufficient notice of motion/vote to be afforded, to allow informed
discussion by community
Article 3.2 Public Record to be kept of vote, and each panelists vote

Article 9.6 Time must be allowed for *all* panelists to vote, even after
quorum reached, before final count is taken
