However...

I don't think the Panel has the constitutional power or right to overturn
the electoral choice of the Membership. The Members elected the panelists.
Only the Members really have the right to remove them.

So the vote of no confidence and removal of a panelist should be carried out
by the Membership.

On the other hand, if all panelists *unanimously* agree to abide by a panel
bylaw which would evict a non-participant, that's *just* about possible
because it might constitute a 'contract' each panelist had voluntarily
entered into.
