This motion has carried and becomes Panel Resolution #3.

"to allow the running of an ircd server for the sole
purpose of allowing real time discussion of members and non members as
well as panel members of topics of interest to the atlarge community and
to facilitate such by the use of the icannatlarge.org domain to allow
the server to be known as irc.icannatlarge.org. In conjunction with
which a Java-applet can be attached to the official website allowing
participants to participate in these live discussions via web-interface
instead of specific irc client."
