This notice covers the intermediate evaluation of the Internet
Action Plan (http://158.169.50.95:10080/iap/). The specific
issues to be evaluated are the continued relevance of the
Action's objectives, priorities and means of implementation; its
effectiveness and impact; its efficency and cost-effectiveness;
its utility and sustainability; the Action's intervention logic; and
lessons to be learnt for possible future interventions of a
similar type. The full specification of the scope of the evaluation,
together with the main evaluation questions and the deliverables,
are included in the tender documentation, which can be
requested from the address as in 1.

Place of delivery: The services will be performed on the
contractor's premises with the exception of presentations and
meetings in B-Brussels or L-Luxembourg and interviews at various
locations in the European Union.
