Issue: The criminal or abusive misuse of information and
communications technology is a problem of growing significance in the
information society. E-Business, in particular, will require user
confidence if it is to grow.
Relevance: Common reporting procedures for computer crime incidents
and standards of evidence are an important part of the response to
cyber-crime. Policy initiatives in this area, however, need to be
flexible enough to respond to the rapid evolution of both ICT
technology and its exploitation by criminal elements.
