"Under a Green paper published on February 12, 2002, the Foreign
Secretary proposes to introduce measures to regulate the use of
private military companies used by foreign rulers to control
rebellions. The proposals would require UK firms offering military or
security services abroad to be licensed, to notify the Government of
any contracts accepted, join a trade association and conform to a code
of conduct which would include abiding to human rights and the laws of
war."

Another basis for controlling the supply of computer system security
services?  Another call for vigilance.
