This article in InfoWorld describes how the attack can be
done, as a technical matter, and provides an explanation for
the ability of some people outside the USA to reach
Al-Jazeera while Americans can't.  It does not say who is
doing it, although there is discussion of the qualifications
the attacker would need.

I can tell you that people in four New England states and at
the United Nations in New York have been unable to reach
Al-Jazeera's web site today.

By now, perhaps everyone knows that Al-Jazeera has asked for
the help of the United States in stopping the attacks, in
order to protect freedom of the press.
