Good.

I also see this as a problem. Given the very short time constraints,
its a best-effort issue. The european ALM can finetune this
in the future, but for this event, it has to act very, very
fast to stay on top of the events.

For the future: Yes. For now, it is helpfull to the self-gouvernance
of the internet if especially the european users see the need to
also pay as they go. It is supposed to be a though-provoking experiment,
not a balcanizing one.

I am involved in billing and accounting at my company.
Small membership fees are not sustainable over a large european
audience due to transaction fees. Large ones select too much.
It *would* be nice, but not very soon.

In the very "etatistic" european theater, govt. money often comes bundled
with deficits in process and transparency. We will not fix this
very soon.

I do not like it, either. Lets describe it as "demanding money in the
public interest", this should better describe the process.

For now, funding is bridging gaps in the current setup. We have
to modify this, but for now we have to work on it.
