  In any event, the answer is really quite simple, and I thought I had
already answered your question in and earlier post on this very thread,
that being that evaluation can be reasonably predicted by the past
history or business history of such a bid by the bidders... As Afilias
as you know, has such a questionable and legally challenged history
in this area, and the ISOC has a recent major change in it's bylaws
that does not now allow for the members to vote for it's BoD members,
it would seem obvious that such a joint bid would if won, be a very
bad thing for the stakeholders/user community, and another mess
that would need at some point to be rebid or cleaned up significantly...
