The Interim panel members are not willing to extend their limited mandate
unilaterally, but there are logistical problems yet to be resolved. While it
is a pre-condition of Jamie rejoining the Panel that elections be concluded
by a certain date (and I'm sure they will if at all possible), ultimately,
finalizing the TimeLine is a Secretariat function and cannot be manipulated
by the Interim panel at will beyond a certain amount without affecting
credibility of results. Time zones are a factor. I suggest all other aspects
of the Election are resolved in the intervening period by the Panel while
this is sorted out by those responsible for acting on the request.
