The Achilles heel here:

It is supposed to act as a spur, but in what direction?
On the whole it looks as if the DoC is building a good rear cover for itself.
Wise in view of Congress' interest.
But I cannot imagine that a new MoU is actually in danger.

That one must be a result of ccTLD and GAC pressure.
