I would actually think a better way would be to establish working
groups for certain topic areas, have them beat around a proposal until
they've reached consensus, and then submit it to the membership as a
whole for ratification.

This way interested parties can develop ideas with the help of
interested members, and develop a solid deliverable which could then be
ratified, or slightly modified.  Sorta similar to how IETF works with
the RFC process...

Just a thought...
