I'd like to kick something off in this area by analysing our membership, so
we understand where we already have bridgeheads, and where we haven't really
made inroads yet.

My thinking is that we start with a General Outreach Working Group to
develop a variety of strategies and share ideas.

At the same time, I think separate Working Groups for different parts of the
Globe could be kicked off. It's simply a matter of enough people on the
ground getting together to do this (and everyone can anyway in their own
ways).

In some countries, there is already a considerable membership, and a strong
case for National Working Groups.

Other countries are really not equipped to do this yet, and would benefit
from Regional Grouping, with support from others.

So I'm thinking: (a) General Outreach Working group - open to all interested
people (b) bottom-up Groups will just self-organise and will devise their
own strategies for their particular countries/region.
