HOW MANY PEOPLE DOES IT TAKE TO SCREW IN THE ICANN-REFORM LIGHTBULB?  

30 million AARP members? 50 million CFA members? How about the Attorneys General and chief legal officers of all 50 states?


New York, NY April 29, 2002 (ICB TOLL FREE NEWS) Perhaps you've never heard of Trans Atlantic Consumer Dialogue (TACD). Its a forum of US and EU consumer organizations which develops and agrees on joint consumer policy recommendations to the US government and European Union. TACD represents 45 EU and 20 US groups worldwide (http://www.tacd.org/about/participants.htm). 

Over two years ago TACD adopted Ecom 14-00 (http://www.tacd.org/docs/?id=43), among its recommendations, that ICANN's mission should be limited so that it does not become a general purpose Internet governance organization, and that the records of ICANN should be open to the public, including financial records, and all ICANN contracts. ICANN should be accountable to the public, and the public should be given an annual opportunity to review and comment on the ICANN budget. 

Today TACD submitted comments to ICANN's Committee on ICANN Evolution and Reform. Its recommendations are critical and specific, made all the more powerful in light of the diversity and critical mass TACD represents. Among the 20 US organizations alone, 

- the Consumer Federation of America (CFA) represents more than 285 organizations from throughout the nation with a combined membership exceeding 50 million people; 

- the Center for Science in the Public Interest (CSPI) has 800,000 members; 

- the National Association of Attorney Generals (NAAG) membership includes the Attorneys General and chief legal officers of the 50 states, the District of Columbia, the Commonwealth of Puerto Rico and associated Territories; the U.S. Attorney General is an honorary member; 

and the American Association of Retired Persons (AARP) has over 30 million members. 

Among today's TACD comments, 

- ICANN should not be empowered to use control over essential Internet name and numbering resources to address broader public policy issues. 

- ICANN should adopt minimum standards for protection of domain name holders, on issues such as abusive registration practices or privacy, that all ICANN approved registrars should follow. The minimum standards for consumer protection should be developed by domain holders. 

- Consumer interests should have at least equal representation to provider interests in ICANN decision-making. 

- Consumer interests should not be required to fund ICANN's fixed costs or otherwise pay unreasonable fees to participate in ICANN meetings or decision making bodies. Users have already paid fees to registrars and registries, and should not be required to pay twice to have a voice in ICANN decision making. 

- The ICANN board should record all of its board meetings, and provide pubic access to MP3 files of its meetings, 

- The ICANN DNSO should not permit persons with employment or business relations with registrars or registries to vote in the user constituencies in the DNSO. 

- There should be a "cooling off" period after leaving ICANN staff, before representing an ICANN regulated registry or registrar. 

- ICANN board members should disclose on the ICANN web page any business interests with ICANN regulated registry or registrar interests.
