Under the terms of the Panel Election, resigning panelists are to be
replaced by those with the next highest number of votes. I therefore call on
Bruce Young (62 votes) and Edmundo Valenti (61 votes) to consider accepting
their mandated right to become panelists. We are obliged, in accordance with
the terms of the Panel Election, to do this - and it gives me pleasure to
invite a response from an American of integrity, and from a committed
representative of the Latin American community (who have not previously been
represented on the Panel).

I trust all fellow panelists agree with this process, because this is not a
panel-vote issue, but a constitutional procedure already established for
just such circumstances.

If either Bruce or Edmundo decline to serve as panelists, then the process
is repeated with the candidates with the next highest votes.
