  According to the Recent Texas state revenues report, which I
just received a copy in the regular mail, the business community
state wide, despite Enron and the layoffs from SW Bell in Texas,
were up a whopping %4.54 average income rose %.41
and the jobless rate fell slightly as well.  Hence I suppose your
determination would be mainly based on a personal attitude
rather than based on hard facts. I prefer hard facts myself.
However I would have to say that the city of Huston is not
doing well.
