I would have the excerpt of your submittal read in the following way:

To PROVIDE a mechanism and means for all Stakeholders/USERS to
have their voices and vote taken on any and all issues related to the
Internet that those noted and self defined stakeholders/users see fit
to consider effect them directly or indirectly as to policy or standard.
