Dear WG-Web Chair,
This is an excellent analysis IMHO. I would strongly recommand that we stop confusing the issues as we do for 6 months now, put this document on a page and make it the base for our Web Management Policy Statement and that we enact it.

Maybe Judyth, could you rephrase this quickly to make it a statement we could publish on the WG-Web page ( http://icann-at-large.org/wgweb.htm ).

The Webmaster also should be an ex officio member of the WG-Web -- that is, a non-voting participant in it. Policies on content and overall design would be best handled by a group of members in a WG-Web, whose mandate should include things like setting up a workable system for deciding on the overall approval process, then which documents get included where and how new materials written by members under whatever policy is established get handled from inception to the point where they're ready for the Webmaster to post.

I think a group of 5 or so is workable only if all five people are actively engaged in the WG, without too many other responsibilities since the updating and expansion of the site is key to icannatlarge.org's future and likely to be time-consuming even after initial policies are set. It might be as well to make it 7 members (allowing for attrition and times when people are unavailable) plus the (ex officio) Panel member and Webmaster. A group of 9 is not unworkably large and ensures that enough people are involved that the departure of one or two during the year wouldn't disrupt the WG's work.

Within the WG, I can easily see individuals taking on individual responsibility for certain tasks -- say, perhaps
- one person for listowner duties,
- one for forums,
- one for co-ordinating translation of approved pages
- one for monitoring external sites (ICANN and others) for relevant new materials
- one as Assistant Webmaster helping out with site construction and updating
- one as liaison with Jefsey's atlarge umbrella-group site
- one as recording secretary/co-ordinator to document what's being done and make sure timetables work out as planned.

To me, that sort of structure makes it more likely everything will get followed up and completed, as opposed to the situation where everything gets discussed by all but nobody is responsible for the individual tasks and the general membership has no idea whom to talk to about some particular problem.

Naturally this is just my opinion but, given that our WGs will be working by e-mail rather than thrashing things out together in a room, it's one way to make sure the working group actually works.
