Subject: DNSO Task Force reports available

You may wish to forward this to your respective organizations.

The DNSO's transfers and WHOIS task forces have published reports
which will be the objects of Names Council votes at ICANN's
Amsterdam meetings. Public comments must be submitted by 8 December

The transfers report deals with mechanisms and procedures to be used
by registrants in order to change the registrar of record.  This
procedure has /not/ been uniform for almost 18 months now.

The WHOIS report deals with two different issues.

1. Accuracy. The Task Force report calls for systematic enforcement
of a number of provisions in the current registrar accreditation
agreement. Practically, this will mean the following: Anyone can
complain about the accuracy of whois data.  The complaint will be
forwarded to the registrar, the registrar will send a challenge to
the registrant. If the registrant does not respond within 15
calendar days, he is in material breach of his agreement, and the
domain name will be cancelled.  With some registrars, the deadline
may even be less than 15 calendar days.  The Task Force does
acknowledge that this may pose problems to bona fide registrant, and
suggests monitoring of possible ill side-effects.

Additionally, some re-validation efforts are recommended (and will,
probably, become mandatory).

2. Bulk Access.  The Task Force report recommends that WHOIS bulk
access for marketing purposes should be abandoned.  The question
whether or not the current bulk access provisions should be
abandoned in their entirety is still open.

Once again, both reports are open for comments until 8 December
2002.  Please spread this widely.
