I also feel that I should have been e-mailed by whoever ran the ga-full list
to inform me that I was about to be unsubscribed or that the list was
closing. I received no such notification, which I regard as a discourtesy.
Surely all subscribers deserved at least some formal notification that ICANN
was going to "Shut Down" the list.

Could you please give me clear directions as to how I subscribe to the other
list?

And how long will THIS list last? Will ICANN also arbitrarily shut down THIS
list too, if it feels like it?

Or why not shut down the At Large process, if it feels like it?

It just seems to do whatever it wants.
