Hi all

Here is an article APC wrote following the meetings in Porto Alegre. I
hope we've managed to reflect the meeting reasonably.

We have already been contacted by a technology news agency which
partners with Yahoo Brazil and TerraLycos to translate and republish the
article into Portuguese. Please feel free to reproduce the abstract and
link to the full article.

I'll take a moment to ask if the details of how to join the CRIS lists
are prominent on the CRIS site, because hopefully this dissemination
will lead to new subscriptions.

I'd like to ask Olinca to please post the Spanish article also to the

Activists prepare for campaign to ensure communications as a human right
is on the agenda at the World Summit on the Information Society

PORTO ALEGRE, Brazil, 01/26/2003 -- "Put simply, civil society is being
marginalized from the World Summit on the Information Society process
while the private sector is getting further and further in," said Sasha
Costanza-Chock, a communications activist from the University of
Pennsylvania, and one of the thirty or so people, many representing
communications organizations and present at two meetings of the CRIS
Campaign (Communication Rights for the Information Society) at the World
Social Forum in Porto Alegre, Brazil.

Not all present see the organization of the summit process in the same
way as Costanza-Chock, but exchange was friendly and the atmosphere one
of seeking information and forming positions collectively. What is
important for civil society to know is that the idea for an 'information
society' UN summit was first agreed on in 1998 and the proposal that was
accepted established that the conference should be tripartite - ie that
it include representatives from civil society, the business sector and
governments. The reality however, said meeting participants is that up
until now, the negotiation at WSIS preparatory meetings has been carried
out by governments only with one important exception. - APCNews

como derecho humano, sean incluidas en el plan de trabajo de la Cumbre
Mundial para la Sociedad de la Información

"En pocas palabras, la sociedad civil está siendo marginada del proceso
de la Cumbre Mundial para la Sociedad de la Información, mientras el
sector privado se instala en ella cada vez más", manifestó Sasha
Costanza-Chock, una activista de comunicaciones de la Universidad de
Pennsylvania, y una de las cerca de 30 personas presentes en dos
reuniones de la campaña CRIS (Derechos de Comunicación en la sociedad de
la información), muchas de las cuales representaban a organizaciones de
comunicaciones, durante el Foro Social Mundial de Porto Alegre (Brasil).

No todos los presentes ven la organización del proceso de la cumbre de
la misma manera que Costanza-Chock, pero el intercambio fue amistoso y
en un muy buen ambiente en el que se trató la información y se tomaron
posturas colectivas. Lo que resulta importante para la sociedad civil es
saber que la idea de una cumbre de la ONU sobre la 'sociedad de la
información' fue acordada en 1998 y que la propuesta aceptada establece
que el congreso debe ser tripartito, o sea que debe incluir a
representantes de la sociedad civil, del sector comercial y de los
gobiernos. La realidad sin embargo, manifestaron los participantes a la
reunión, es que hasta ahora, la negociación en las reuniones
preparatorias a la CMSI ha sido llevada a cabo por los gobiernos con
