  I don't see how it could be, Hugh.  We have voting software
available to us that is secure and not difficult to implement.
So why would we want to reinvent the wheel yet again and
waste/use up more time than necessary?  Just doesn't make
any sense to me.  We could also end up with a even
less attractive Voting method than the choices we already have
available as well...

  Sounds like the IDNO experiment all over again when this same
suggestion was made there.  That never came to anything than
either, except more wasted time and effort in endless circular
arguments with no conclusion and no voting software developed.
