I can't speak to what is appropriate for ADCOM but it is generally
recognized in the social sciences and management that all too often
when something is defined as the job of several individuals, none
of them will actually feel responsible for doing it.
Perhaps that is one reason why almost all organizations elect
their officers -- usually a President, Secretary and Treasurer
at a minimum-- who are each charged with very specific
responsibilities. The Board of Directors' collective responsibilities
are defined, too, as are the individual responsibilities of the people
who serve as directors.
Also, since there is an obvious advantage to not having to
start each year from square one with people who are new to these
responsibilities, many organizations call for two year terms
so that half of the officers and directors will have some
experience when their newly-elected colleagues join the
deliberations.
I know I'm a bore on the subject of rules and procedures but
there are reasons for it: entirely too many years of my life
have been spent around tables where little could be done
since so much time had to be spent explaining to newcomers
what the rules were and why one needed to respect them so
as to properly conduct the affairs of the organization,
or listening in total disbelief to people who preferred to
make up their own rules as they went along since it was
"too much trouble" to read and follow the rules they had
promised to uphold.
I'm very glad to see that others besides myself are concerned
about such things and want this group to evolve into something
that can serve its destined function effectively.
