Frankly, I am not adverse to the idea of geographic delineations for an
Atlarge structure of one kind or another, but I would be interested in
considering any alternatives, and I am disappointed that the process
which led to the current bylaw recommendations did not seriously
consider any.
2. Which DNS issue is most important to you?
The UDRP and domain names as Property for some, but not for others.
What policy change would you
recommend to the ICANN Board with respect to that issue?
First, an immediate call for the establishment (esp. in the ByLaws) of
an Individual Registrants and Users SO in the GNSO with full advisory
capacity and status. As the "Supporting Organizations are the primary
source of substantive policy recommendations for matters lying within
their specialized charters, and serve as advisory bodies to the Board
according to the procedures set forth in the ICANN Bylaws."

recommendation is an important first step.
Also, I would recommend that the Board itself be recomposed, such that,
at least HALF its number is composed of elected AtLarge Directors as was
originally the direction of the 2000 election process.
I believe these two recommendations, if impemented, would go a long way
in re-establishing the credibility of the Board and of ICANN, as well as
to effectively and proportionally service the varied Interests of which
the Internet is actually composed.
3. How many At-Large directors should be seated on the ICANN Board?
See my previous answer.
What
strategy do you recommend to accomplish that goal?
Through the legitimization of the icannatlarge repesentative claim by
pro-actively seeking to establishing impressive membership numbers,
credibility, and industrious dialogue with the purpose of setting part
of ICANN's agenda and not simply reacting to its caprices and whims.
4. Will you participate in lobbying the U.S. Department of Commerce to
formally re-bid the ICANN contracts?
I would, but I'm not sure my status as a Canadian citizen would carry
much weight with the US DoC. Though I'd certainly encourage my American
friends to do so.
5. ICANN constituencies are required to submit a new charter and statement
of operating procedures no later than 15 July 2003. Will you commit to this
same goal for this organization within the same timeframe?
Without hesitation.
6. It costs money to run any organization. How do you intend to fund this
organization?
All options must be considered. I am open to discussing everything from
membership dues, to voluntary donations, though I am somewhat leery of
seeking sponsorship from anything but non-profits.
7. In your view, what is the mission of this organization?
To effect the first truly global democratic revolution in history.
How do you
intend to accomplish that mission?
By doing what I can, when I can, as best as I can.
