Allow me to make a few observations with regard to IDNA.
1. The selection of "xn" was purely random as is detailed in this document:
http://ops.ietf.org/lists/idn/idn.2003/msg00029.html An opportunity was
provided in mid February by the IANA to publicly dispute the computation of
the result -- it serves no purpose now to raise objections three months after
the horse has left the barn.
2. The issue of possible confusion/problems from characters scripted in
different languages has long been recognized. The potential for homographic
attack is even highlighted in the document "Briefing Paper on IDN Permissible
Code Point Problems" posted at
http://www.icann.org/committees/idn/idn-codepoint-paper.htm Discussions on
these issues are ongoing within several world-wide technical communities but
this is probably not the most appropriate forum for such technical
discussions.
3. Most of the issues/questions that you raise pertain to the implementation
of IDNA which brings significant risks for the domain name system, in
particular the likelihood of widespread user confusion and new opportunities
for cybersquatting.
The problem for our community lies in the fact that ICANN intends to diminish
these risks solely by reliance upon what they have termed "sensible
registry-level policies", and by "the coordination of consistent technical
implementations across DNS registries". This is a major problem because
ICANN has already stated that " ICANN's mission does not include
micromanaging registry-level implementation" -- see

I would welcome the creation of an icannatlarge working group devoted to
enumerating IDNA policy concerns. Perhaps the next panel will see fit to
create working groups devoted to different DNS issues -- one can only hope.
