In my opinion, the only qualification to be an active member of this
organization is that you be
an Internet user!  And the only qualification for being a Panel member is
that you be elected to said office by the membership.  I would hope that
would happen because you convince a majority of the membership that your
vision for this organization approaches theirs.  How long you've been
involved in this forunm should be immaterial.

Indeed!  No matter how enlightened our leadersghip is, if we can't draw in a
significant membership of Internet users from all over the world, we will
never have the mandate necessary to effectively challenge ICANN.  To do that
we must encourage persons for whom English not their primary language to
become fully involved at all levels of this organization.  We don't do that
by criticizing their grammar or reading our own cultural biases into their
speech when they attempt to use a language they are less familiar with!

Gilbert, you and your Filipino countrypersons, and indeed all Internet users
world-wide, are very welcome here, regardless of how developed their
English-language skills are.  Please don't let a few radical voices
discourage your involvement!
