This is important and since you don't understand the statement, let me
explain. The institutional memory of this organization is derived from the
membership, many of whom had 3 years of day to day in involvement in the
ICANN process, whereby all proceedings had to fit with DNSO mandated
criteria.

Now, whatever you thought of that criteria and the cronyism that was endemic
in it's operation, certain standards had to met in order to progress from
one set of circumstances to the next. And to be specific, the election
requirements far exceeded that which has been put into place here. In short,
Jefsey's version of what is a fair and democratic election falls far short
of what the vast majority of members that migrated here from the DNSO have
become accustomed to.

Human nature being what it is, people do not like change, hence the changes
that have been put into effect is such a cavalier fashion over the course of
the last few weeks have seriously undermined the institutional memory, which
in turn, presents a credibility problem, especially as those running it are
operating with a highly dubious mandate. It all comes down to the
undermining of trust. I hope that answers your question.

Oh I see. So the Polling Committee is acting as both Secretariat and
Watchdogs (as understood in the institutional memory), but the Watchdogs
themselves cannot fulfill any such their role since they are being denied
the necessary data. The what is the role of the Watchdogs? And why did
Jefsey use a misleading label?
