The last panel had a quorum of 7 and once the panelists started 
disappearing a la Satyajit gupta (in the tradition of Wolfgang 
Kleinwachter before him), Vittorio had a convenient excuse not to do 
anything at all because they could not meet quorum.  This time round I 
think a lower quorum requirement may in fact impel panelists to take 
part in deliberations in order to affect outcomes.
