Because most of the people whom we purport to support by means of this
organization are poor, we need a process for determining hardship
memberships, i.e., memberships with reduced or zero dues. Of course,
this is only necessary if voting is conditional upon membership. If you
can vote without becoming a dues-paying member, I'm ok with it.

For the record, I'm against membership dues, but it may come to pass
that they will become necessary. So, I propose the following tiered
approach:

1) Try a sponsorship/donation system, ala public radio. (Thanks Abel
Wisman)

2) If that fails, try sponsorship + donations + member dues. Dues should
not be required of the poor. To determine who is poor, there needs to be
an application process for such a "hardship membership".

Either way, I think we should register as a charitable organization in
the United States as the U.S. is where we'll likely garner the most
money. I.e., this is a pragmatic thought, not a moral one.
