All the more if they are Bristish and if they legally changed identity as 
much as they wanted. Or if they carry a diplomatic passport under a legally

Or if they are on a witness protection scheme (what we will all need 
quickly after being subject to our own home made SIA). Why not to claim for 
Safe Harbor Protection?
