Without expressing support for either party as yet, the logic is quite
simple:

One does not accept the outcome of the vote, therefore one is not
elected, what follows is that there is no available place on a panel for
that person.

It is almost like saying: I do not accept that there is chocolate on the
cake, but I will lick the chocolate of that cake.

I can contest the results of the "election" and still take my "elected" 
place.  Show me where it states that I cannot.  Prove to me *logically* 
how these two answers are mutually exclusive:

1. Y/N [N] if you accept this result.

2. Y/N [Y] if you accept to participate to the Panel  (are/will be 
elected the 11 first listed canditates after any resignations occuring 
until a new Panel is elected)

You see, if it were phrased differently, I could see where you and Hugh 
might have a point, but unfortunately, it is phrased the way it is... 
c'est la vie, mon ami.  Also, in case you hadn't noticed, mistakes are 
still being brought to our attention re: Danny Younger's count on 
mauro's total which would make it irresponsible of me to verify the 
results of an election which are still being corrected.
