Whilst I agree membership fees can be a barrier I do feel that any
organisation needs some operating capital. If the fee is kept small, say
$5 USD, I doubt if any potential participant would feel too much
hardship in meeting the cost.  Let's face it, if they can't afford that
small amount, their likely contribution to any effort would also be
extremely limited.

But their could be two or more classes of membership.  There might be a
pool of interested non-financial members who would follow the efforts
and contribute information, requests for follow up and details on
directions the organisation could investigate with the financial
supporters providing the Officers and delegates/spokespeople.

PS.. I haven't verified myself as an individual but it is easy enough
for me to be verified as I hold an Australian Business Number and this
can be looked up online through the government site.  There are also a
number of other verification methods that could be used to prove who I
am.  Including the fact I am CEO of DHS International Pty Ltd, which
