Panel Members should not have posting limits.  They should be able to answer any and 
all business without counting posts.  But, you might want to put something in the rules 
that Panel Members are expected to follow all the posting accords that apply to individual 
members and to post within "reasonable" limits.

Permanently?  Have to be a pretrty serious violation to invoke that, I would
